I hate to say that, but with this little piece of information you provided, your brother's chances diminished even more.
Aeroflot does not operate or code-share flights to ROV from Vnukovo (I just looked up the schedule on VNK's web site). All VNK-ROV flights are either Donavia, or Karat Airlines.
