The forex booths in TPE airport are run by banks. The rates are very competitive with other booths and with their branches in the cities. They do charge a 30 TWD handling fee.

The one time I exchanged money in a branch, the rate was maybe 1% better but they charged 100 in handling fee. I would need to exchange about $2000 USD or more to make the spread to cover the higher handling fee.
