The Fly America Act allows federally funded travel to be on American codeshares of foreign metal. For instance you can buy AA-coded BA flights.
You will often see that the American (not just AA but also UA and DL) code on flights departing DC is a lot higher than the foreign codeshare, independent of the operating company.
