The answer is 'it depends'. You need to consider the oneworld rules at minimum and then BA/lounge specific rules (which may not be published). Connecting BA to BA you will generally have access to the higher lounge based on BA rules. Connecting oneworld to oneworld the rules only cover connecting from longhaul to/from shorthaul booked in a lower class.
Connecting BA domestic to BA longhaul J you would have lounge access prior to the domestic due to oneworld rules.
Connecting domestic to CE oneworld rules do not cover but the BA lounge rules permit access prior to the domestic.
In your case you would only have access to the J lounge at LHR.
If you were travelling HKG-LHR in F connecting LHR-CLT in J then you would have CCR lounge access at LHR.
