Speaking of Citi contacting relatives, I applied for a Citi card a while back using my current contact info. (and a phone number I've had for 20 years) and the app went to pending.

A couple days later, my father, who has a different name and lives in a different city, called to tell me Citi had called his house looking for me.

I hadn't lived at my father's house in almost 20 years, his number isn't on my credit reports, and I never had a Citi account when I lived there. No clue how or why Citi called my father's instead of me. I suspect Citi is using more than the big three credit reporting agencies for info.
