Actually, it IS a violation of the SIDA rules to fail to challenge any unbadged person you encounter in the SIDA, unless the unbadged person is obviously under escort by an appropriately-badged person. And not every SIDA badge grants escort privileges; you have to have a higher badge level to escort unbadged persons into the SIDA, and you're required to be with them at all times while in the SIDA.

SIDA stands for Security Identification Display Area. Anyone inside the SIDA is required to either display their SIDA badge at all times, or be under escort by an appropriately-badged person. There are no gray areas or interpretations or exceptions - if you're in the SIDA, you're either badged or under escort, and if you're not, anyone in the SIDA who sees you is required to challenge your presence. Failure to challenge an unbadged person is grounds for having your own SIDA credentials revoked.
