You're right that LHR is a large connecting hub and you're right that TLV is mostly O&D.
But I wasn't referring to any passenger using LHR at all. I was pointing out that just like it's not just British ex-pats flying to/from LHR, it's not only Jews flying to/from Israel. And LHR was just a random example with hundreds (thousands?) others like it around the globe
