The Hotel Tokyu (next to the Hilton) meets your requirements (nice rooms, good facilities and english is spoken fluently). Cost was 6000 Yen last month. The other hotels tend to be a bit more (8-9K). Also the bus to Narita city is free at the Tokyu (runs every half hour and stops at the JR station).
