No, that's on the AA side, so you'd need to go to PVG to take advantage of that (when you pick your AA flights back up). Thus my mention of asking folks at PVG and AA's twitter...

Yeah, that's my understanding too. I don't think I'd want to get in an argument with CX reps about taking advantage of a policy that's on AA's website that involves changing a destination from PVG to somewhere in the USA. At least in PVG you'd be arguing with AA reps.
Actually, the AA policy says that the
late-delivering carrier (CX) is responsible for getting the passenger to his final AA destination (LAX). So CX at PVG should be willing to do that in the event of IRROPS. And if it is apparent at HKG that the OP will mis-connect at PVG, CX
might be willing to address the issue there. In either case, if CX does not step up to the plate, approach the AA counter and ask them to enforce their policy -- either directly, or by leaning on CX.
Carry, and be prepared to show, a printed copy of AA's policy on re-accommodation on separate tickets.
