Could be that you are different?

I was in Foodland Soi 5 ~ 15 minutes ago and can confirm that they will not sell to anyone off hours. I haven't been in Villa Soi 11 recently but Villa in Ploenchit Center does abide by the sales hours.

But I agree that here in the Land of no Laws one sees much variability re: actual adherence/enforcement.
