Short answer, TSA does not search for drugs. If drugs are found or a substance "appears to be" drugs, TSA representatives will likely call police to handle the matter.
TSA and its employees have a history of dishonesty, lack of integrity, and lawlessness.
It should surprise no one that TSA will say one thing and do something else entirely.
