However, then the "winner" would be at the mercy of another person to book the "stuff" quickly while there's availability, to get it right, and to handle certain issues arising from schedule changes, etc.

That's my guess too. The rules are clear, and they would apply equally for auctions to benefit charity unless advanced written permission has been obtained from an appropriate DL official who is authorized to issue the exception.
