The blinds are down when you board as this is the standard, I find customers put them up while eating and then down when they want to rest, other customers who are unsure follow suit.
Why is blinds down the standard? It struck me on a recent CW UD to JFK (enough initials?) that the cabin seemed extremely gloomy on boarding, and remained so for much of the flight.
