There are some posts #100 and 101 about this question. Looks like I can apply and get without having account. But another post mentioned, we won't get the full 2% without linking this card to fidelity account.

You can apply without Fidelity account. What the other posters were referencing that if you want cashback, as opposed to use the Worldpoints for travel, you need to deposit it to the Fidelity brokerage account. But my understanding is that if you have at least 2,500 points you can request a check for full $25. I just transfer $ to my Fidelity brokerage account.
