I'm used to infants having priority at bassinet seats. I was on the other side of that request on SQ (agent warned me that if an infant requested those seats, I would be moved).
+1 BA is the same as well. 64A is probably the best J seat on a 747, but it was always risky because it was a bassinet seat.
If there are 20 J seats and only 1 has a bassinet, it isn't unreasonable IMO to ask AC (or any airline) to move someone without an infant out of that seat. Though admittedly, blocking it in the first place is the far superior option for everyone involved.
