There is a bunch of discussion up-thread, but in short: E90s no longer have PLH service, even on PLH routes. So YYC-YYZ on 320 gets 4 choices, but only 2 on E90.
The aircraft just does not have the facilities to offer 4 choices, warm bread, cookies, plus offer warm food in Y. So the decision was made to move them to a separate service standard.
The aircraft does have the facilities to offer 4 choices as it was like that for many years. My sources within AC indicate that the change to 2 choices and the elimination of many offerings which PLH routes offered for J was due to FA complaints about having 1 FA in Y. This is what I have heard.
