No, involuntary refunds are covered by Rule 260.

Weather, ATC, strike, etc. (force majeure), do not nullify Rule 240 or 260 -- what you lose is a free hotel room. You
always have the right to get an involuntary refund if you cannot be re-accommodated within a reasonable amount of time.
