Yes you are correct in that I'm not a US citizen, Cuba sounds interesting. I'm not that keen on the Read Sea due to the political instability in the area at the moment.

I have no experience about diving in the Canaries or Mediterranean at all. So no help there from me I'm afraid.

What's the weather in the Caribbean like in August, when I hear Caribbean and June, July August I think moonsoon, hurricanes etc?
