Depends on the airport. I'm experiencing this a lot recently as my passport has less than 6 months validity. In that instance the machines fail and you need to go see a human.

In SEA there is a dedicated, short line to the immigration officer dealing with failed machine attempts. So you are still through very quickly. In LAX, you get sent to the back of the main immigration queue, with all the first time entrants. So you are through in an extra 90 minutes
