Think what the TCP is.
The TCP a note that cross references bookings. It is only seen if you access notes.
In this discussion, in the case of BA GCHs the request for a TCP to allow seat selection is referred to BA's seating department, which manually assigns seats (if requester is GCH).
On that basis, note on PNR plus possible manual seat assignment suggests to me that nothing to do with TCP will impact upgrade potential.
Basically, you're going to get an op up or you're not. TCPs don't come into it!
