Most retailers won't bother for as long as possible, IMO. (I almost think they won't at all, but either business realities or Visa/MC forcing the issue will happen eventually.) As far as they're concerned, consumers going back to using cash is a lot better than being shut out from non-consensual data collection altogether and still having to pay the fees.
However, I don't think the end game is to destroy Visa/MC; I think they just want interchange capped at or close to Durbin levels for credit as well, which would basically make credit cards almost pointless for the vast majority of people to have. It's basically one of the biggest "cut their nose to spite the face" moves ever since the additional card spend compared to cash is a lot greater than their fees. I know I'd probably cancel almost all of them if that ever happened, anyway.
