When you say, GE customs exit, do you mean the one-stop exit?
Or to the right and downstairs to see the agent again?
At IAH ,carry on only only has to exit once, to the left and not have to go back through a second exit. If you had to see a second agent they told you wrong, though it seems like it does not matter as you got out fast anyway.
