Only certain US and Canadian airlines offer TSA PreCheck - no airlines outside the US and Canada offer it. You will still get Global Entry service upon entering a US airport with Global Entry kiosks (or with customs pre-clearance at the foreign airports that support it) without needing to enter your KTN on your reservation, but you will not be able to use airport security PreCheck when departing the US.
