The Pacific Club Lounge at Manila's NAIA3 is very nice, I've been a number of times. Service if friendly, its new and clean. There is typical lounge seating as well as work spaces. The food and drink choices are limited, but food quality is good.
There are toilets and even a shower.
It is a PriorityPass lounge and since it became a Delta contract partner, it has been very busy prior to DL flights. Food is fresh also for those time slots.

Terminal 3 is a huge improvement over Terminal 1 (although that also has been renovated. T3 is much closer to the business district, immigration is fast and metered and fixed-fare taxis available. There is a free shuttle to other terminal, but traffic is bad, so you need a lot of time for inter-terminal connections!
In comparison, the SQ (*A) lounge at T3 is much nicer. I haven't been to Cathay Pacific/OneWorld lounge.

If you do not have a way to get in for free, you might try that one as it was very quiet with few people inside
