I ended up calling after 8 days of not receiving the card. I called on Tuesday and the rep initially said she could only send me an ATM Card because of a block on my acct. I informed her of the offer and that I needed a debit card. She then said this is the 5th time she has had to deal with this and told me that she needed to call another dept to get it sorted out. She put me on hold for about 5 minutes and came back saying the block was lifted and they would overnight me the card. She then went on to say I should receive the pin via mail by the end of the week as well. I got the debit card (with EMV chip) on Wednesday and the mail with the pin on Thursday.
Before I got the debit card I called in and loaded my CitiGold checking acct with 19,500 from my Citi Exec Card. Once the funds posted I made one bill payment to Chase and setup a check mailed to myself. I will then complete another bill pay next month.
Finally I will take the new debit card to the Post Office tomorrow and pickup a 1,000 MO for a ~1.95 fee as I have no WalMarts near me. I have my Cash Advance limit set to 0 so I am not concerned about the post office coding it wrong.
With all the above done I am looking at:

I expect to keep the AA Exec card and close the CitiGold acct as such I expect this to cost:

Last I check AA Miles are valued at 1.7cent which puts 144,500 miles at $2,456.5.
I think it is a HELL of a deal.
