Surely its not their own staff.
Anyone outside of AC (even other airline staff) has ZERO power in reticketing - everything has to be done thru AC reservations. They have to literally call the reservation line - with the hold times that it implies.
In April, in CPH, AC is taken care of by SK agents - I felt so bad for them, they had to spend 10-15 mins on hold with AC to get reticketing for a delayed flight done, while the line for rebooking grew longer.
