The AGs need to get their facts straight.
1. GUM-HNL is considered as a INTL flight per UA. Per UA's website, it does have 1 free baggage allowance (domestic has NONE).
2. At FT, it is a known fact that airfare has nothing to do with the distance. In fact, one of the reasons why GUM-HNL alone is constantly high in fare is its low in demand, while UA, due to distance, is forced to use wide-body aircraft (B763 at the minimum) for the route daily.
It is also why this route is always filled with NRSA (about 10-20% in average).
3. The only ever true is the BoB/meal situation. However, as a pax who has frequently traveled on this route (5x this year in E+), I would rather do BoB instead. The food is more edible.
4. Dare if they act. It is again preempted by federal law. So apparently, there is no law violated.
