Not surprised at all actually - just sarcasm that doesn't convey really well through the internet.
I didn't kick up too much fuss since my gf was starting to ask me what's wrong. I didn't want to tell her to shut up while I argued with the staff for $1.50. I dropped it and left.

I don't know if it's fair to use the word rob, as there is some intent behind that word. Chase's resolution method is of their choice not mine. Which I only knew of until I submitted the dispute (my first dispute). Being immediately concerned about their resolution method, and what really mattered is the prevention of future DCC - I immediately replied to their dispute resolution message and explained
why I am even disputing such a low amount to begin with. I attached my receipt as supporting document, explained the situation and pleaded to them, about what they could further do.
I asked them if they could put some kind of pressure on the merchant or Visa, to properly follow DCC rules, as this scam-like behavior really makes me want to throw my card in the drawer and reach for my Amex in the future.
I'm not sure how effective that message is or if that kind of pressure even makes sense as I might not understand the inner workings of DCC well enough. I could be barking up the wrong tree so to speak. I figured some kind of effort to speak up against this is better than none. It's been a few days already and I've only received a reply saying they're still looking into it. I will share further info here if and when I get it.
It will bother me if Mr. Pancake goes "unpunished". Whether it's a chargeback or some kind of warning from Chase or Visa, something, anything. I also left a restaurant review on a popular site, which I sternly mentioned about the DCC scam and how they won't honor your request for local currency charge on the slip. That's all I can or have time to do after the fact. As for Chase, I've given them the info and made it clear what the issue is and what I want them to do for me. We'll see what they finally reply with.
