International D1 Cabin Paid Upgrade for a nearly empty cabin?

Delta operates with empty D1 seats every day on international routes. Delta believes that the only way they will get people to pay for them is to leave them empty if unpaid.

I've even had flights where - 21 days before departure - with more than 40 open seats on a 747 and none were available for GUC upgrade. Adele should write a song for those of us with such first world problems.
