No, this is not always the case. On several occasions I have requested an earlier flight, the J cabin was full, so I was given a Y seat (Rapidair or YUL-YHZ) and asked if I could be put on the standby list for J. On a couple of those occasions I was put back in J for whatever reason, but was told by the gate agent I may not get a meal.
No skin off my nose, I was just happy to be on the earlier flight and I know I won't starve on such a short flight.
