No - proposal is rules would remain same for W and higher fares.

But it would expand the useability of the GPU to fares below W, with a copay, where you can't use a GPU at all.

So basically instead of paying for sure the difference between lowest fare and W you'd pay a copay conditional on the GPU clearing. Presumably you could take advantage of the difference if the buy-up to W is less than the copay and there's R space available.

Or, put more simply, it would be an elite-friendly way of achieving much of what GPUs are intended to do.
