I think it should be 2 allocations, particularly when it's not really a through service.
But given that it's basically flight number fraud, it would hardly be a surprise to find that the "direct DCA-LHR flight" also turns out to earn only for one flight from DCA-LHR. After all, it should be impossible to misconnect half way through a "direct flight", yet it can happen on these.
