Maybe its something to do with the difference between peak and off-peak dates (or whatever the jargon is). Certainly until recently one could not make an online change to a booking if it involved a change from one to the other. I have not seen anything to suggest that this limitation has changed. This would not, however, explain why an EC service centre could not do it.
