It's called My Lao Home hotel. It's located on the western end of town. Everything that you want to see (temples, markets, restaurants) are east of there. I did not like the hotel, but it was bearable for a two night stay. If I had to stay in LPQ for any longer I would have sought alternative accommodation.

There are many other hotels in the narrow street on which that hotel is located. There is a place across the street where you can rent a bike for 15K a day.
