Data point here: I've tried to use DL eCerts straight after purchasing twice this year - to use the fee credit on my PRG and my Plat. Both times I wasn't able to use them until 72 hours (quite literally) was up. I tried anyway in case it wasn't enforced and no go. It was annoying as I had to pay full price for the ticket I was purchasing with my plat because I didn't want to lose the fare
