Based on my experience, following seems to be true:

1. Laptop as check-in; yes, but with battery pack removed and in carry-on. Though not advisable due to potential for theft
2. Powerbank; yes, but only below certain limit. Mine was a 15'000mAh, and was told to keep in carry-on
3. Any other battery powered devises; yes, powered off and battery removed
