Ha! That is certainly true of some hotels, but I think the issue is that big box HR/GH or even dumpy Hyatt Places are using "high floor" as a strategem to charge higher rates for identical rooms and to mqnipulate award and upgrade inventory. Even if that "premium view" is a view of a parking lot from the fourth floor instead of the second or third floor.
