I'm actually based in Israel, so not a US resident either.
No way to get AMEX Delta.

And I don't have any plans to stay at any Hilton properties till the end of the year.

So looks like I can't really get these 2,000 MQMs besides waiting for Delta to sell them at a boatload of money, which doesn't really make a lot of sense.

I might just take up Zorak's offer to wait for 2016, and aim for Gold then.
