I called and they are sending a PIN ("expedited" within 3/5 days). But I won't be able to get into my account until I receive it. Whatever, Citi. At least I can use the card for debit transactions. But I need that PIN to go online and make my November billpay.

Oh well, should work out in the end, but it's been a pain in my butt so far.

I had the opposite problem. I received my debit card before my acct. #'s(3-4 days after opening account). I knew not to activate the debit card yet b/c you get locked out of online access.
