There is, per se, no rule '240' which exists any longer. Rule 240 was part of the old Civil Aeronuatics Board which was disbanded with airline deregulation back in 1978.

Now, many airlines still have equivalents to Rule 240 in their conditions of carriage, but they are not obligated to reroute you on another ailine -- if they do so, it is out of their rules, not the government's.
