I don't think it needs to be compared with the receipt. I have had cashiers ask for the card and they type in the last 4 (embossed) digits, which then don't match.

The downside, even if very small risk, seems way too great.

There is no good explanation as to why the strip contains the wrong information (I did it to get round controls at ..., sounds like fraud).

Even once you are allowed to explain, that's going to be a time consuming process. "Whose card information have you put on this card?" "It's a gift card I bought yesterday, here's the receipt..." and apart from the fact that often the receipt shows an ID on the package rather than the number on the card, police are going to be very suspicious about a receipt as well: if you are capable of replacing a mag stripe, you can surely fake a receipt. So it would all take a long time to sort out, even if it ends OK
