Ok, I'll bite. What did Citi say when you simply called them and asked them directly, when/if the change occurred?

It's always perplexing to me how much time people will spend trying to elicit second hand information from a group of anonymous strangers rather than just picking up the phone and directly calling the source.

I'm not saying they will have a definitive answer to your question, but they have about as likely a chance at having the information you are seeking as the folks posting here.
