The simple fact is that even if bins were completely cleared of obstructions there are only 32inches of width for every three seats on a narrow body, which doesn't add up. Then you have to factor in such issues as some lockers being used for supplies or crew luggage, and at some point someone is going to have to place their bag further away. But this is really a trade off for early boarding for elites. They fill up the front bins, so when they finally get to loading the non-elites the bins are already full.

The simplest solution would be for airlines to simply install a small 12in wide closet at the front for the surplus bags. You should at least be able to get 9 or 10 more bags. Would make loading easier since you no longer have to fight for space, no shuffling of things around and no having to gate check bags.
