Transborder zones vs. international departure zones of Canadian Airports

What is the difference between "transborder zones of Canadian airports" vs. "international departure zones of Canadian Airports".

If I fly out off T1 at YYZ to Puerto Vallarta on AC1258 in which zone will I find myself?
I am asking this as I see that if you have a MLL pass you can use it in the "transborder zone" but not in the "international departure zone".
I am looking at buying two such lounge passes but I might not be able to use them, right?
