I really think CX is dynamically upgrading other program's FFP to get them flying with them more. This is truly a win-win for them. They pay money to CX, AA gives miles to them not CX, so not only does CX generates revenue, it incurs no liability in issuing miles. This is ideal world for CX, and for the cheap-first class redemption CX doesn't care, those seats are going to be empty anyway, having people sitting in there from time to time doesn't hurt their bottom line that much, and CX do get money from AA too, win-win-win.
