In some hotels it's exactly the same water, so that if you use the "costly" one in the room by mistake, you could replace it from the lounge before leaving or before housekeeping enters your room and reports that you consumed the water. Especially in hotels (IIRC all Sheratons) where the lounge is open 24/7, it would be a bit crazy to be charged for water.
