One other possibility is - I think it's quite well-known that hotel staff get incentives for signing up guests to the SPG programme. Perhaps a staff member created this account for OP's fiance as he/she thought OP's fiance was a non-SPG member. No intention to actually use the points, but the staff member gets their incentive bonus for the "new sign-up".
Fully agree - the total came to 650 CNY, so less than 100 USD! Not sure why someone would bother to do that, for, what, 200 points?! Not sure if they get a "sign-up incentive bonus", so I guess it's all speculation at this point.
