My interpretation of MC's manual is that it does appear to allow buyer's regret, but this would require a cooperating card issuer. Furthermore, there's enough wiggle room that I'm sure if a cardholder had taken any action to opt-in to DCC that it would be an uphill climb to try to get a post transaction change to local currency through a chargeback.
