This is no more true than saying Europe has a clue about handling US cards. Or am I the only one who's ever noticed you could hand over a card with anybody's name, 'cuz they never check the signatures, sometimes they don't even have you sign for a significant transaction?
And of course as of this month, US cards are expected to have embedded chips, and for businesses that still swipe an embedded chip card, the responsibility for fraud falls on the business, not the card company.
Considering most of the world has migrated to chip cards a few years ago and the US is sluggishly getting to that point, I can see where people say the US has no will to combat credit card fraud.
