FWIW, my experience matches this. For the past few years, I've traveled both domestically and internationally with several packets of
stuffed in a zippered compartment within my toiletries (
not 3-1-1) bag, and not once has anybody noticed. If it does show up on the X-ray scanner, nobody has ever seemed to care.
They also don't seem to notice or care about those tiny packets of toothpaste that come in the dental amenity kits that you find in hotels; I always keep one of those in my toiletries bag, too.
YMMV, but I'd put them in my liquids bag, and if you want to carry more, just put the extras in your toiletries bag. They're unlikely to raise any attention.
